Controls, directs, and documents the day-to-day operations of the transit service. This includes management and supervisory authority over all Operators, coordination with other Operations Supervisors and Managers, and extensive direct public contact. Monitors and controls run coverage, on-time performance, detours, accidents, incidents, emergencies, back-up service needs and overtime to provide the most efficient and reliable service possible within budgetary parameters.
Assists Safety & Training Manager with initial employee orientation and training as needed
Trains, monitors, directs, and supervises, operators as necessary to ensure safe and reliable operations within contractual guidelines and applicable regulations and laws
Performs regular road observations, time checks, uniform checks, cleanliness spot-checks, fitness-for-duty determinations, and completion of appropriate monitoring paperwork
Issues warning notices for absences, tardiness, safety violations, conduct, etc.; responsible for all first-stage counseling pertaining to bus operators
Schedules daily work assignments using run board, extra-board, and stand-by or call-in operators in accordance with the collective bargaining agreement and appropriate control mechanisms to improve efficiency, labor utilization, and cost control
Assigns specific vehicles and/or equipment to cover all route commitments in coordination with Maintenance Department; coordinates with Maintenance regarding PM pulls, repair needs, road calls, etc.
Maintains updated operator sign-in log, dispatch control log, attendance and shift replacement record, lost & found log, accident/incident reports, and similar records; Verifies time-keeping records to ensure accurate operator’s pay for the day’s events
Collects & reviews DVI (Driver Vehicle Inspection) reports; communicates with maintenance department about vehicle defects and needed repairs
Monitors two-way radio; directs or assists operators to ensure on-time performance as well as appropriate response to detours, accidents, incidents, etc.
Participates in regular management team meetings to discuss problem areas and prepares and/or implements action plans to improve operations
Performs on-road supervision including observing road conditions, monitoring service, ensuring on-time performance, and similar activities
Responds to equipment failures, schedule delays, service problems, accidents, injuries, incidents, etc.; takes charge of scene and provides first aid or crowd control if needed; works with appropriate emergency officials to resolve such situations; completes reports and follows-up with Safety & Training Manager, corporate staff and insurers as necessary
Identifies unsafe or potentially unsafe operational hazards through inspections of vehicles, Operator performance, route conditions, etc.
Works with Safety & Training Manager, Safety Committee, and Operators to establish and maintain a strong safety culture including participating on committees, helping to organize safety displays, managing safety incentive programs, and similar activities
Makes minor adjustments or repairs to destination signs, fare equipment, etc. if appropriate to ensure continuous system operation
Observes operator pre-trip inspections and records the cycling of wheelchair lifts
Resolves operator and customer conflicts, fare disputes, behavioral problems, etc.
Enforces operating procedures and maintains written reports of all daily activities
Secures replacement and/or additional vehicles when needed including driving replacement buses to the scene of service delays when needed
Investigates and prepares responses to customer complaints and comments
Coordinates with Customers, Operators, Customer Service Representatives, law enforcement officers and security personnel to maintain order and public safety on the transit vehicles and at transit facilities
Supervises and serves as back-up to Customer Service Representatives including assisting with public service, informational calls, crowd control, etc.
Helps to maintain the security and cleanliness of all customer service areas
Coordinates the distribution of customer bulletins, on-board surveys, and other information
Performs additional duties and activities as needed
High school diploma or GED required, some college level courses preferred
A minimum of 1 year of experience as an Operator or Supervisor in a comparable public transit system (suitable supervisory-level work experience may be substituted for direct transit experience)
Must possess a valid Commercial Drivers’ License
Must pass pre-employment Background Investigation, DOT physical exam and drug screen
